Abstract : It has been recognised that sustainable development can only come about with more effective environmental management. ASEAN member countries are at different levels of economic growth and are, likewise, implementing environmental laws, rules, and regulation in various ways. Some rely purely on a command-and-control approach while others have combined command-and-control with economic incentives. While the Polluter Pays Principle (PPP) is generally accepted and ASEAN supports its wider adoption and encourages regional operation in its implementation, many from both the government and the private sector do not fully understand the basic theory, its many applications and implications, and how it is actually being implemented.
