Abstract : Increasing globalisation highlights the fact that people's livelihoods and security around the world are interrelated, in terms of economics, politics, the environment and sustainable development issues. Conflict, deprivation and economic instability are interconnected, and addressing these insecurities effectively demands an integrated approach. This publication presents the final report by the Commission on Human Security, established in January 2001 in response to the UN's call at the 2000 Millennium Summit for a world free from 'want and fear'. Issues discussed include: violent conflict situations, humanitarian needs, reconstruction and reconciliation; movements of people, state security and development; poverty, essential healthcare, basic educational needs and human security. The report's recommendations involve policies aimed at both empowerment and protection, focusing on both short term and longer term solutions to enhance the opportunities for eliminating insecurities across the world, with a broader focus on the security of people, rather than the state
