Abstract :
The key to development succeed is not only centered in the achievement of the central government, but also the achievement of the provincial and sub-provincial government. Governors, as the representative of the government, hold a huge responsibility to succeed the development in their provinces. The fate and the prosperity of the people are heavily dependent to the heads of government. However, it should be remembered and be kept in mind, "Do not let the loyalty to the Fatherland end while the loyalty to the Region begin."
