Security Community Building | Subtitle : from dialogue to Practical Cooperation
Abstract : Defense and security cooperation in Southeast Asia continues to evolve commencing with security dialogue in the early 1990s to today practical cooperation. This so-called trajectory to defense and security dialogue is itself manifested in the regional bodies that have arisen through time, from the emergence of the ASEAN Regional Forum (ARF) in 1994 to the establishment of the ASEAN Defense Ministers Meeting (ADMM) in 2006 and the convening of the ADMM-Plus in 2010.
As it is evident in these regional mechanisms, the ARF is primarily a platform for security dialogue while the ADMM and the ADMM-Plus have placed premium on the promotion of practical cooperation. Of course, it must be acknowledged that the ARF too has activities that are rightfully considered as promoting practical cooperation while the ADMM and the ADMM-Plus likewise enable defense ministers to engage in security dialogue.
