Includes mechanisms to promote and establish effective networking arrangements among science and technology centers of excellence in ASEAN. Provides information on programme areas, funding, policy, infrastructure and support systems, organization and administrative support. Cites that the Plan of Action will contribute to ASEAN's community-building goals.
