A central theme of this study of Malaysian public enterprise is that such problems are often a reflection of the nature of society and the political system in which these agencies operate. The difficulties experienced by goverment organization in the third world are not mere aberattions or irrationalities caused simply by a lack of planning, the psychological orientation of particular leaders or the selfish action of a few individuals.
