Abstract :
The ASEAN Task Force on AIDS, in collaboration with the ASEAN Secretariat and the United nations Development Program, convened the ASEAN Regional Seminar on Strengthening GO/NGOs/Private Sector/ Communities Collaboration in AIDS Education, Prevention and Care from 20-22 November 1997 in Manila, the Philippines, The purpose of the Regional Seminar was to develop a regional policy on greater involvement of various sectors in the implementation of national and regional HIV/AIDS prevention and care programs. To date, significant achievements by national programs have been realized. In some countries, NGOs have been in the forefront in the response to HIV/AIDS, accessing communities that governments may find difficult to approach. On the other hand, the private sector has resources, including human resources, that can be drawn for HIV/AIDS prevention and care efforts. Furthermore, it is widely agreed that people living with and affected by HIV/AIDS play a significant role in any response to the HIV epidemic including policy development and program management. It is generally acknowledged that various sectors play a crucial role in the implementation of effective HIV/AIDS prevention and care programs at the national and regional level. However, governments need to mobilize and engage the NGOs, private sector, and the communities as partners in addressing issues and problems related to HIV/AIDS. Key officials of the National AIDS Programs, NGOs, the private sector, and organizations of people living with HIV/AIDS in the then nine ASEAN Member Countries and Cambodia participated in the Regional Seminar together with representatives from the United Nations Development Program (UNDP), Joint United Nations Program on HIV/AIDS, and the ASEAN Secretariat.
