Abstract : This book looks at one aspect which appears to inhibit regional cooperation in Southeast Asia: bilateral friction of member states of ASEAN. The premise is that productive bilateral are the foundation upon which broader regional efforts are built. An unwillingness to compromise on one controversial issue can indicate an inclination to be less accommodating with others. Obviously, there are limits to cooperation beyond which a national government is not prepared to go at a given time. What are these obstacles to wider cooperation; what are their manifestations and te reasons for their existence?
